As follows from the statistics of the Federal Air Transport Agency, the average prices for jet fuel in June increased by 18.4% compared to June 2017, to 50.9 thousand rubles per ton. In particular, at the airports of the Moscow air hub, the cost of fuel increased in annual terms: at Sheremetyevo - by an average of 25%, at Vnukovo - by 25%, at Domodedovo - by 21%.

For cars with an engine capacity of up to 1 liter, the fee will increase by 16% to 33,000 rubles. For new cars with engines from 1 to 2 liters by 90% - up to 84 thousand rubles, and for cars with an engine capacity of 2 to 3 liters - by 49% - up to 126 thousand rubles.

According to experts, the rise in prices will be commensurate with the increase in the collection, but it will be gradual and will not greatly affect sales.

“The recycling fee will increase differently for different models. At the same time, for budget cars, it will increase more strongly, and for “premium” and more powerful cars, the percentage fee will increase less. Now the situation on the market is quite shaky. On the one hand, now sales seem to be growing, this is due to the fact that last year various government support programs were implemented, but in the spring it will be less compared to last year's dynamics. Therefore, most likely, manufacturers will not include the recycling fee in the price now, but, perhaps, they will only include it in some part for the output of subsequent models, or it will be a gradual increase during the year. In principle, with a car price of 400, 500, 600 thousand rubles and the cost of additional equipment, this increase can, roughly speaking, be veiled and will be invisible against the background of all other things, ”says Executive Director of the analytical agency "AUTOSTAT" Sergey Udalov.

According to Vice President of the Russian Automobile Dealers Association (ROAD) Andrey Petrenko, the situation on the market is now quite complicated, because it is associated not only with an increase in the recycling fee, when the price of certain models and brands changes, but also with how the manufacturer will pursue its marketing policy - will it leave the full line of cars or will shorten it.

“He has two options - either he can spread these fees over the cost of the entire range, then the percentage of increase that will still be will not be so high. On the other hand, he may refuse those models that are out of his price range, and in this situation the situation is equally bad for the consumer, since he either receives an increase in the cost of the car, or a decrease in the model range. There is only one recipe - now dealers have in their warehouses one and a half to two months of stock of those cars that still came at the old prices, and most likely, the cost of cars that have already been delivered to the dealer network will not be recalculated. It will only get more expensive and less choice. The fact is that the recycling fee is calculated from the cubes and does not depend on the price of the car. If we take the average value of the increase in the recycling fee - 15% and recalculate it to the cost of the car, then this is seven to eight percent, if we talk about the market as a whole, ”says Petrenko.

Which cars will increase prices

The increase in the recycling fee will not affect the cost of cars produced in Russia, since the government compensates them for the recycling fee through state support programs. Prices can rise only for cars imported into Russia, for which fees are included in the retail price. The final price of such cars consists of several figures - this is the cost of delivery, the import duty on the car, the installation of the ERA-GLONASS button, the recycling fee, as well as the profit of car dealers.

“For cars that are assembled in Russia, there is support through other articles, and this fee will be returned. For the most part, the collection will affect the models that are imported. This difference will be greater between the imported and the machine assembled in Russia. It’s unequivocal to say that prices for these cars will rise by so much, and for these cars by so much, it’s definitely impossible, ”says Udalov.

According to independent expert on the automotive industry Alexei Zakharov, the rise in price will affect not only small cars, but also cars with an engine capacity of 2-3 liters, which are imported into Russia. “All cars to which this rate is applied will rise in price. An estimate of such a rise in price is about 5-7%,” says Zakharov.

Foreign automakers note that price increases may affect new models. Thus, the BMW Group, in particular, is considering the possibility of raising prices in Russia for new BMW and Mini cars after the increase in recycling fees. Today we see that the government is looking for ways to increase the revenue side of the budget with such small measures - housing and communal services - by 4%, income tax from 13 to 15%. The joy of meeting the new 2019 will spoil not only the increase in VAT and excises. An increase in the environmental fee will contribute to the rise in prices.

Not all buyers are aware that the environmental fee affects the cost of almost all consumer goods. Their complete list is at the disposal of the Cabinet of Ministers of December 28, 2017 No. 2970-r. The tax is levied on clothing and other textile products, containers and packaging, gasoline and diesel fuel, oils, tires, plastic products, glass, equipment, wires, etc.

The environmental fee is paid by manufacturers and importers of products, with the exception of companies that themselves carry out recycling. But this is rarely done, because it is cheaper to pay the tax.

Intermediary organizations that do not sell goods to end consumers, as well as companies that purchase products for their own needs, are exempted from the environmental fee.

Calculation technology

The environmental fee rate is calculated based on the costs of disposal and associated costs (collection of goods, transportation, processing, etc.). Specific figures are set by a government decree.

Rates are calculated in rubles per ton, depending on the product name. The cheapest is the recycling of paper and cardboard - 2,378 rubles / ton, the most expensive batteries - 33,476 rubles / ton. The rate for the disposal of tools and equipment is 26.5 thousand rubles per ton.

The real tax per ton is much less, since the rate must be multiplied by the utilization rate. This parameter also depends on the type of product, its range is 5-45 percent.

The environmental tax was introduced relatively recently. In 2017, it brought the budget 1.3 billion rubles, although the Ministry of Natural Resources expected to receive 6.5 billion. Officials were dissatisfied with the result and now they want to catch up.

The Ministry has prepared a document according to which it is proposed to raise the fee for paper containers by 28.5%, for plastic packaging - almost three times, for aluminum cans - by 8 times, for lead-acid batteries - by 13.5 times. On average, the increase in rates is planned at the level of 11.4%.

It seems like a trifle, but officials initially laid down in the legislation an increase in recycling standards. In the next 3 years, they will grow by 3-15% annually. That is, the range of 5-45% will be increased already in 2019.

How much will prices rise?

An increase in the environmental fee will lead to an increase in the prices of almost all goods. Even if a person buys mineral water, and it is not on the list of the government, he pays a tax, since an environmental fee is included in the price of a plastic bottle. In this case, these are pennies, let's consider a more informative example with a computer.

The fee for the system unit is 26.5 thousand rubles/t, but will be increased to 29.4 thousand rubles/t. The situation is similar with the recycling standard: now it is 5%, in 2019 it will be 10%.

It turns out that an importer with a ton of computers now pays 1,325 rubles, and in 2019 he will pay 2,940 rubles. If the system unit for a gaming computer weighs 10 kg, the fee from it now is 13.25 rubles, and in 2019 it will be 29.4 rubles.

The amounts seem to be quite small, but it is sad that almost all goods will rise in price: from plastic bottles and plastic bags to clothes and car tires. The addition to final retail prices will be less than 1%. However, producers may use the fee increase as an informational occasion for a more significant increase in prices.

On April 1, new rates of recycling fee for wheeled vehicles will come into effect in Russia. Which cars can rise in price because of this, and which ones will be offered at the same prices? We tried to sort out this issue.

Tax rates for new cars with an engine capacity of one to two liters (all mass-produced models fall into this category) increased the most - almost two times. Now for each vehicle you will have to pay 84 thousand rubles - 39,800 rubles more than before.

The increase will hit the few "budget" cars imported from abroad the hardest. But for cars with engines with a volume of more than three liters, they decided not to raise the recycling fee. Therefore, those who are going to buy, for example, "" or may not be afraid of price increases.

All this does not mean that dealers will start rewriting price tags immediately after the first of April. Ruslan Pavlov, deputy director of the new car sales department at AvtoSpetsCentre, believes that the increase in prices will be gradual, the increase in the recycling fee was predictable, so many automakers included it in the cost of cars at the beginning of the year. And those who didn't will now take the brunt of price containment in order to maintain or gain market share and retain customers. The price increase will occur in two phases, the first wave will be in the summer along with the model year change, and the second wave will occur in early 2019 and mix with inflationary price increases.
